Personal Data Protection Policy

This Data Protection Notice (“Notice”) sets out the basis which Fei Yue Community Services / Family Central (hereinafter, “Fei Yue”, “Family Central”, “we”, “us”, or “our”) may collect, use, disclose or otherwise process personal data of our customers in accordance with the Personal Data Protection Act (“PDPA”). This Notice applies to personal data in our possession or under our control, including personal data in the possession of organisations which we have engaged to collect, use, disclose or process personal data for our purposes.


Here at Fei Yue, we take just as much pride in providing you with data protection. This notice is to inform you on our adherence to the obligations of the PDPA as well as the steps we have taken to provide security and protection for the data you have provided. This notice will also be taken as deemed consent unless otherwise stated.


Collection, Use & Disclosure of Personal Data

1.     We receive or collect personal data for the purpose of administering social services to our clients, engaging volunteers and donors, working with partners, reporting to proper Authorities and other relevant and reasonable work that are necessary to facilitate and enhance Fei Yue’s provision of social services.

 

2.     We may for these purposes, contact you via mail, email, telephone, SMS or other communication means.

 

3.     In providing you with a service, we may sometimes need to disclose your Personal Data to others. It is generally not our policy to disclose your Personal Data to external organisations unless we have your consent &/or are required to disclose your Personal Data as required in the normal course and scope of our operation in the provision of our services to you, &/or for contractual, legal and regulatory requirements.

 

4.     Family Central works with ministries that administer funds and support to our clients. We would like to inform you that the National Silver Academy (NSA) is an initiative under the Action Plan for Successful Ageing and is therefore a government initiative. C3A is “an organisation that is acting on behalf of a public agency” to administer the NSA subsidies. Hence, C3A as the administrator for NSA subsidies and acting on behalf of the Ministry of Health is authorized to continue collecting full NRIC numbers for the purpose of administering the NSA subsidies.

 

5.     Trainees applying for SkillsFuture Credit are also to provide their physical NRICs for the purpose of verification and proper governance of training grant disbursement.

 

6.     We request your kind cooperation to provide your NRIC where required so that we can verify your eligibility and administrate the relevant subsidies.

 

7.     To protect your privacy and complying with the Personal Data Protection Act (PDPA). This notice is to inform you about the consequences of not providing the personal data we have requested.


Consequences of Not Providing the Personal Data

If you choose not to provide the requested personal data:

(a) We may be unable to process with our services either partially or fully.

(b) Our ability to communicate with you regarding your [account/order/service] may be limited.

(c) In some cases, we may have to terminate our agreement or contract with you.


Your Rights

You have the right to withdraw your consent for the collection, use, and disclosure of your personal data at any time. However, please note that doing so may result in the consequences mentioned above.


Reliance On The Legitimate Interests Exception

8.     In compliance with the PDPA, we may collect, use or disclose your personal data without your consent for the legitimate interests of Fei Yue or another person. In relying on the legitimate interests exception of the PDPA, we will assess the likely adverse effects on the individual and determine that the legitimate interests outweigh any adverse effect.

 

9.     In line with the legitimate interests’ exception, we will collect, use or disclose your personal data for the following purposes:

 

(a) Referring your information to relevant agencies and organizations in situations that may result in personal harm to you or others;

(b) Disclosing your information to other care and support organizations in circumstances that significantly impact your well-being. Generally, we only share your information with your consent; such situations would only be exercised in urgent cases;


10. The purposes listed in the above clause may continue to apply even in situations where your relationship with us (for example, pursuant to a contract) has been terminated or altered in any way, for a reasonable period thereafter.


Withdrawal of Consent

11. The consent that you provide for the collection, use and disclosure of your personal data will remain valid until such time it is being withdrawn by you in writing. You may withdraw consent and request us to stop collecting, using and/or disclosing your personal data for any or all of the purposes listed above by submitting your request in writing or via email to our Data Protection Officer at the contact details provided below.

 

12. Upon receipt of your written request to withdraw your consent, we may require reasonable time (depending on the complexity of the request and its impact on our relationship with you) for your request to be processed and for us to notify you of the consequences of us acceding to the same, including any legal consequences which may affect your rights and liabilities to us. In general, we shall seek to process your request within fourteen (14) business days of receiving it.

 

13. Whilst we respect your decision to withdraw your consent, please note that depending on the nature and scope of your request, we may not be in a position to continue providing our goods or services to you and we shall, in such circumstances, notify you before completing the processing of your request. Should you decide to cancel your withdrawal of consent, please inform us in writing in the manner described above.

 

14. Please note that withdrawing consent does not affect our right to continue to collect, use and disclose personal data where such collection, use and disclose without consent is permitted or required under applicable laws.


Right of Access & Correction

15. If you wish to make (a) an access request for access to a copy of the personal data which we hold about you or information about the ways in which we use or disclose your personal data, or (b) a correction request to correct or update any of your personal data which we hold about you, you may submit your request in writing or via email to our Data Protection Officer at the contact details provided below.

 

16. Please note that a reasonable fee may be charged for an access request. If so, we will inform you of the fee before processing your request.

 

17. We will respond to your request as soon as reasonably possible. In general, our response will be within seven (7) business days. Should we not be able to respond to your request within fourteen (14) days after receiving your request, we will inform you in writing within fourteen (14) days of the time by which we will be able to respond to your request. If we are unable to provide you with any personal data or to make a correction requested by you, we shall generally inform you of the reasons why we are unable to do so (except where we are not required to do so under the PDPA).


Protection & Retention

18. To safeguard your personal data from unauthorised access, collection, use, disclosure, copying, modification, disposal or similar risks, we have introduced appropriate administrative, physical and technical measures such as minimised collection of personal data, authentication and access controls (such as good password practices, need-to-basis for data disclosure, etc.), encryption of data, data anonymisation, up-to-date antivirus protection, regular patching of operating system and other software, securely erase storage media in devices before disposal, web security measures against risks, usage of one time password(otp)/2 factor authentication (2fa)/multi-factor authentication (mfa) to secure access, security review and testing performed regularly, credential exposure checks, device vulnerability assessments and security hardening.

 

19. You should be aware, however, that no method of transmission over the Internet or method of electronic storage is completely secure. While security cannot be guaranteed, we strive to protect the security of your information and are constantly reviewing and enhancing our information security measures.


Accuracy of Personal Data

20. We generally rely on personal data provided by you (or your authorised representative). In order to ensure that your personal data is current, complete and accurate, please update us if there are changes to your personal data by informing our Data Protection Officer in writing or via email at the contact details provided below.


(a) Requirement of reasonable effort

(i) Fei Yue will make reasonable efforts to ensure that personal data collected is accurate and complete, if such data is likely to be used to make a decision that affects the individual, or is likely to be disclosed to another organization.

(ii) Reasonable efforts refer to appropriate processes/controls considering the impact on individuals, practicalities, costs and the nature of the data.


(b) Ensuring accuracy when personal data is provided directly by the individual

(i) When individuals provide personal data directly to us, we will take reasonable steps to confirm the accuracy at the point of collection. This may include verification calls, documentation checks, etc.

(ii) Fei Yue will also provide opportunities for individuals to update their data if there are changes through our website


(c) Ensuring accuracy when collecting personal data from a third-party source

(i) When collecting personal data about individuals from third party sources, reasonable steps will be taken to verify the accuracy of the data.

(ii) Consent will be obtained from individuals before collecting their personal data from other sources where appropriate.

(iii) The accuracy of data purchased from external sources will be formally assessed before use.


(d) Accuracy of derived personal data

(i) Reasonable verification processes will be implemented to ensure accuracy of any personal data derived or calculated from other data through analytical methods.

(ii) Automated verification checks will be performed for derived data where feasible. Accuracy of derived data will be formally assessed periodically.

(iii) Individuals have the right to challenge the accuracy of derived data related to them which will be investigated and corrected as appropriate on a case-by-case basis.


Retention Of Personal Data

21. We may retain your personal data for as long as it is necessary to fulfil the purpose for which it was collected, or as required or permitted by applicable laws.

 

22. We will cease to retain your personal data, or remove the means by which the data can be associated with you, as soon as it is reasonable to assume that such retention no longer serves the purpose for which the personal data was collected, and is no longer necessary for legal or business purposes.

Transfers Of Personal Data Outside Of Singapore

24. We generally do not transfer your personal data to countries outside of Singapore. However, if we do so, we will obtain your consent for the transfer to be made and we will take steps to ensure that your personal data continues to receive a standard of protection that is at least comparable to that provided under the PDPA.

28. This Notice applies in conjunction with any other notices, contractual clauses and consent clauses that apply in relation to the collection, use and disclosure of your personal data by us.

 

29. We may revise this Notice from time to time without any prior notice. You may determine if any such revision has taken place by referring to the date on which this Notice was last updated. Your continued use of our services constitutes your acknowledgement and acceptance of such changes.
